Certificate of final approval

Article 10 of the Streets and Buildings Regulations Law, Cap. 96, provides that no person shall occupy, use or permit any other person to occupy or use any building, unless and until a certificate of approval has been issued in respect thereof by the appropriate authority.

The Certificate of Final Approval is vital for property buyers. It provides the only independent, professional inspection of the property throughout the entire course of its construction. The independent inspection ensures that the property has been built in accordance with the Town Planning Permissions, planning and building permits issued for its construction. As a buyer it gives the property the authority's seal of approval that:

Until such time as the authorities have inspected the development and issued it a 'Certificate of Final Approval', the developer cannot apply to to the Land Registry for the issue of Title Deeds for the individual properties comprising the development.

We are aware that many property buyers have inadvertently broken the law and are living in property that has yet to be inspected and receive this certificate of approval. Can you please help us quantify the scope and scale of this problem.
